CPC, GCC and test report: prepare your document review

A certificate and a test report serve different purposes. Keep both when they are relevant to your product, and make their relationship traceable through the product model, testing information, and document references. Which certificate and testing requirements apply depends on the product and applicable rules.
What is a CPC?
A Children’s Product Certificate is a certification for children’s products subject to applicable children’s product safety rules. CPSC guidance describes the required information and the role of testing by a CPSC-accepted third-party laboratory. Use the official guidance for the details; a document’s title alone does not establish that it is complete or applicable.
What is a GCC?
A General Certificate of Conformity applies to certain general-use products subject to CPSC-enforced rules requiring certification. CPSC describes certification based on testing or a reasonable testing program. A GCC is not an interchangeable substitute for a CPC. Determine applicability for the actual product rather than selecting whichever certificate is available.
What does the test report contribute?
A laboratory report provides evidence about the samples and tests described in that report. For document review, locate the sample description, model identifier, report number, test dates, laboratory details, and referenced methods or standards. Do not assume the report covers a different variant or later production simply because the product names look similar. Questions about scope should go to the laboratory.
Organize a traceable review packet
Group the rejection notice, certificate, full test report, listing details, and relevant product or packaging photos. Preserve the original filenames and page order. Add a short index stating what each file is and which ASIN or model it concerns. For any unreadable, missing, or incomplete file, record the gap explicitly rather than filling it with an assumption.
What should you compare?
Start with identifiers and references. Does the certificate describe the product shown in the listing? Can you connect the report to that model? Are the dates and referenced documents readable? Record a source location for each observation. A field being present is different from its accuracy being verified. The sample diagnostic shows how to label that distinction.
